Phormium "Chocomint"

Family: Hemerocallidaceae

Genus: Phormium are evergreen perennials, making a large clump of leathery, strap-shaped leaves, with tall panicles of small, tubular flowers in summer.

Update - October 18th 2020

I had this out in my front drive originally but it was too dark there in the mornings and lacking attention.   Its much happier out in the back garden now and growing well
